The Problem
In Houston, Texas, alone, there are more than 1 million stray dogs, according to the city's pet shelter, BARC. After Hurricane Harvey hit this summer, thousands of dogs were rescued from flood waters.
These shelters, they're dealing with an incredibly difficult problem where they may have a shelter that can hold 100 dogs, and every week a hundred more strays are coming in. The big question is, where do they go?
About 710,000 stray dogs enter shelters as strays before they are returned to their owners.
There are more than 200 million stray dogs worldwide, according to the World Health Organization. The American Society for the Prevention of Cruelty to Animals estimates about 3.3 million dogs enter U.S. animal shelters every year.
